THE AGREEMENT.
FEDERATION OF SOUTHERN NIGERIA REPUBLICS.
Cultural South which includes the Southwest, SouthEast, South South and Central Nigeria.
SOUTHERN SOLIDARITY.
PRINCIPLES OF FEDERALISM.
1. The FEDERATION OF SOUTHERN NIGERIA REPUBLICS is a loose federation of four 4 autonomous Republics comprising of States, with each Republic possessing its own Constitution.
2. Each of the four autonomous Republics comprises of self-funded States with 100% resource ownership, resource control, tax ownership and tax control.
3. All the levels of Governments that is to say : Federal, Republic, States , and Local Government Areas shall all share sources of revenue and not revenue. All the levels of Governments shall all be financially independent with absolute financial autonomy and tax sovereignty. There shall be no Federal Allocation for any level of Government. However, their can be INCENTIVE GRANTS to promote economic competition among the autonomous Republics.
4. The FEDERATION of SOUTHERN NIGERIA REPUBLICS shall be a secular, multinational republic and a plurinational federal democracy.
5. The Federation shall consist of a unicameral legislature called NATIONAL SENATE with each Republic represented by equal numbers of Senators each.
6. Each Republic shall have a REGIONAL CAPITAL SECRETARIAT(sited on about 500 ACRES of land) not necessarily a REGIONAL CAPITAL TERRITORY as its seat of Governments.
7. Each community shall have terms of association with the State it is situated. And such community, State can activate the EXIT CLAUSE in the Federal Constitution which allows any community or State to exit their present State or Republic to join the FCT PROVINCE or another contiguous territory of choice.
8. The main responsibilities and duties of the Federal Governments shall be majorly limited and almost restricted to only the following : 1. International diplomacy, Common Citizenship and foreign relations. 2. Common Currency and a Single market regulation. 3. Common and Single Military.
The FG shall not have a school, road, hospital, rail, refinery, housing estates, stadiums, airports, Seaports etc. It shall focus exclusively on its three core functions.
9. SECESSION CLAUSE AND REFERENDUM CLAUSE IN THE FEDERATION Constitution.
Each Republic shall have the unilateral right to secede from the FEDERATION after a majority of the population votes in support of Secession in a Referendum.
10. Each Republic shall have an autonomous and Independent Judiciary that is to say first instance court to the REPUBLICS SUPREME COURTS. And THE FG shall also have its courts and its SUPREME COURT.
12. There shall be a system of Multilevel Policing: Federal Police Service, Republic Police Bureau, State Police Department, Local Police Corps.
And each Republic shall have a REPUBLICS DEFENCE GUARDS to quench insurgency, terrorism and banditry.
13. The Federal Government shall have a collegiate Presidency, a Presidium where decisions are taken jointly by the four Republics represented in the Presidium.
14. There shall be an EXCLUSIVE LEGISLATIVE LIST on the 3 highlighted items and duties of the FG . And some other duties are concurrently shared by the Republics and the FG on the CONCURRENT LIST.
There shall be Republics RESERVED LIST which the FG cannot legislate or operate on. Any item not expressly stated or prohibited by the Central FG Constitution is absolutely reserved for the Republics and its States. Issues of EDUCATION, HEALTH, RAIL, ROAD, POWER, AGRICULTURE, CULTURE, TOURISM, TRANSPORTATION are all on the RESERVED LIST.
15. Principles of FEDERALISM shall operate in each of the Republics. FEDERALISM between the Republics and the States.
16. Recommendation for States under Republics to operate a Parliamentary System of government or any System of government of their choice.
17. EXCLUSIVE LIST FOR FG, RESERVED LIST FOR REPUBLIC, STATES LIST FOR STATE and RESIDUAL LIST for Local Governments.
18. The FEDERATION shall provide funding and financial support for the Middlebelt Republic for 10 years in the form of Federal Government Grants and Funding.
19. A flexible Constitution that returns power to the people and disincentivises politics. It is not amended or repealed by the politrickcians but by Constituent Assemblies elected by the people. The Constitution is amended every seven years by the Constituent Assembly.
20. The Federation Constitution upholds the Principle of subsidiarity. It holds that Authority should rest with the member units unless allocating them to a central unit would ensure higher comparative efficiency or effectiveness in achieving certain goals.
21. The FEDERATION of Southern Nigerian Republics comprise a number of autonomous Republics. The autonomous Republics, that is to say Biafra Republic, Middlebelt Republic, Niger Delta Republic and Oduduwa Republic or by whatever name they may choose to be called later and such other Republics as may be formed subsequently should agree to a union which shall have a central Executive Council representation to which shall be on equal representation from all the Republics comprising the Association.
22. The Powers of the Central Executive Council shall be delegated by the components Republics except that powers connected to external or foreign affairs, immigration, common currency, common military.
All other powers can be unilaterally withdrawn by the Republics Government while all other functions or powers delegated to the Central Executive Council can only be withdrawn by the Republics Government after an unanimous decision by their representative in the Central Executive Council.
23.. Any member Republic of the Union shall reserve the right to secede completely and unilaterally from the Union and to make arrangements for co-operation with the other members of the Union in such a manner as they may severally or individually deem fit.
24. Each Republic shall have its Defence Guards, Police, Constitution, Legislature, Executive, Civil Service and Judiciary.
There shall be for the Federation : a Navy, Federal Police, Army , Airforce composed of personnel in equal proportion .
a) All the Republics shall sign a treaty to defend the country against any external aggression.
(b). Where there is an internal trouble within a Republic which its forces cannot put down, the Republic concerned may ask the Central Executive Council to approach the other Republics to assist.
(c) A system should be worked out whereby installations controlled by the Central Authority are protected wherever such installations are situated.
25. There shall be the following common services for the country : Currency Central Banking,
Weight and Measures,Central Public Service Commission,
Foreign Affairs, Foreign Trade, Customs and Excise Immigration and Emigration, Associate Citizenship, Central Court of Appeals, Central Capital Territory, External Publicity and Information.
26. A Central Defence Commission or a similar body should be created to eliminate the dangers of an insurgency within the association. The Commission shall have a civilian head and shall not obtain external military aid without the unanimous agreement of the Republics. Head of Republics Forces shall be included in the membership of the commission.
27. Movement of people from one Republic to another shall be free.
28. Fiscal arrangements in respect of central sources of revenue shall be based on the shared sources of revenue. The FG sources of revenue shall be from customs duties, Stamp duties, Ports Use Charge, Air passenger charges , financial transactionary charges etc.
29 Right of self-determination.
Right of self-determination of all people in the country must be accepted and a referendum or plebiscite shall be the method through which the wishes of the people concerned shall be ascertained. These rights include the right of any state within the country to secede.
But the implementation of these principles shall not delay the determination of the future of the FEDERATION of Southern Nigerian Republics. All necessary guarantees shall, however , be written in the future Constitution to establish the right of self-determination by any section".
30. A System shall be worked out to breed transformation leaders not transactional leaders.
A minimum of 40percent of political appointments for youth under 40 years of age and a minimum of 40 percent appointments for women.
No Political party in the FEDERATION shall charge more than the minimum wage for contest forms.
It shall be the Objective of the FEDERATION to institutionalise a process of recruiting transformational leaders.

4. Ideological Party Reforms and Retooling.
5. Institutionalising Development.
The Southern Nigerian people have agreed on this principles as the basis of FEDERALISM.
Therefore can form a loose Federation of THE FEDERATION OF SOUTHERN NIGERIA REPUBLICS.
The Federation of Southern Nigerian Republics will still remain as Africa's most populous Country and Africa's largest economy.
And in 15 years will become AFRICA'S first miracle.
